The new regulation stems from clause 9, article 4 of the Law amending and supplementing 10 Laws on security and order, which comes into effect on 1/7. It also stipulates that if the homeowner or household member is absent, the guest themselves is responsible for notifying the residency registration authority of their stay.
This marks a new requirement, as article 30 of the 2020 Law on Residence previously mandated notification for any stay without explicitly defining "overnight stay."
Consequently, under the new regulation, any individual – be it a relative, friend, partner, or any other guest – staying overnight at a private residence must now be registered.
The notification must include: the guest's full name, date of birth, personal identification number or passport number, the reason for their stay, the duration, and the address. This notification must be submitted before 23h on the first day of the stay. If a guest arrives after 23h, the notification must be submitted by 8h the following day.
The new regulation also extends the notification requirement to owners or managers of vehicles designed for overnight accommodation. Notifications can be submitted directly at a police authority or through the VNeID application.

To register via VNeID, users must log into the application, navigate to "administrative procedures," and then select "stay notification." Users then choose "create request" and complete all required information, including selecting the type of residence (e.g., household, guesthouse, tourist accommodation) and its name.
Next, select "add guest" and provide the guest's details. If the person submitting the notification is also the guest, the system will autofill their information. Finally, click "save and send request."
Alternatively, citizens can register through the Ministry of Public Security's public service portal. After logging in, select "introduce new administrative procedures," then "residency management registration," and "stay notification." Proceed by clicking "submit application."
The notifier then creates a new stay notification, filling in all required information. After clicking "save," a confirmation message "add new guest successful" will appear. Upon completing all steps, users must check the box "I take responsibility before the law..." and then select "save and send application."
