On 3/7, the Ho Chi Minh City Economic Police Department arrested Dang Ngoc Minh, director of Hai Dang Trading Service Company Limited. He faces charges of violating bidding regulations, causing serious consequences, and falsifying and using documents of agencies and organizations.

In connection with the case, Ly Ngoc Thu, Minh's daughter-in-law and director of Eletromar Company Limited (now Emaar Energy), and Ly Ngoc Tuyet, director of Phasetimes Company Limited, were also arrested for violating bidding regulations, causing serious consequences.
Initial investigations reveal that Minh was the mastermind, directly orchestrating a series of systemic violations. From 2019 to 2022, to gain an advantage in bidding for equipment and material procurement packages for the electricity sector, Minh instructed Thu and Tuyet to use their company entities to import goods from China.
Minh then directed the creation of numerous falsified documents regarding features, technical requirements, and test reports to "rebrand" these devices as Canadian-made. The fabricated documents were submitted to meet the investor's conditions.
Police determined that through these tactics, Minh's group won more than 30 equipment supply tenders for various electricity units across Ho Chi Minh City. The total value of these tenders exceeded 89 billion VND.
Investigators stated that these actions not only distorted fair competition in bidding activities but also seriously impacted material procurement, causing significant financial damage. The Ho Chi Minh City Police are continuing to expand the investigation, clarify the responsibilities of related individuals and organizations, and implement measures to fully recover assets.
