On 27/3, Doan, 41, from Hung Yen, was arrested by Ha Tinh Provincial Police and detained on charges of violating road traffic regulations, under Article 260 of the Penal Code.

According to the investigation, at 21:30 on 23/3, Doan was driving a container truck with a Hai Phong license plate northbound. In Co Dam commune (formerly part of Nghi Xuan district), his vehicle collided with a motorbike carrying two women. The collision resulted in the death of the 41-year-old woman and injury to the other.

Authorities accuse Doan of not stopping to assist the victims or provide emergency aid after the collision, instead driving his container truck away from the scene.

Following nearly a day of investigation, Ha Tinh Provincial Police identified Doan as the driver responsible for the accident. He was apprehended along with his vehicle in Quy Hop commune, Nghe An province, approximately 150 km from the crash site.
