On 24/2, Tuyen Quang Provincial Police announced that the Investigation Police Agency has initiated legal proceedings and detained Nguyen Tuan Quyen, 25, from Ham Yen commune. He faces charges of resisting public officers under clause 1, article 330 of the Penal Code.

On the evening of 19/2, in Tan Bac village, Ham Yen commune, a traffic police unit from the Ham Yen Traffic Police Department, Tuyen Quang Provincial Police, requested Quyen to stop his car for an alcohol concentration check.
As the officer was conducting the check, Quyen unexpectedly grabbed the officer's hand, raised the car window, and sped off. Quyen's car drove away, trapping the traffic police officer's hand in the window and forcing him to run alongside, clinging to the vehicle.

After approximately 500 meters, Quyen released his grip and lowered the window, causing the male officer to fall onto the road and sustain injuries.
Subsequent tests revealed Quyen's alcohol concentration was 0,21 mg/L in his breath. For this level of alcohol violation, the driver faces a fine of 6-8 million VND and 4 demerit points on his driver's license.
