On 28/9, the Criminal Police Department (C02) under the Ministry of Public Security announced that Hai Phong City Police criminally detained Pham Huy Tuyen, 39, and seven others. They are under investigation for illegally providing or using computer network and telecommunication network information.

According to C02, Tuyen, along with suspects Pham Huy Tien, Vu Van Hieu, Pham Van Dong, Hoang Cong Tiep, Pham Duy Hai, Luong Van Tuynh, and Pham Huy Tu, orchestrated the scheme. They scripted and filmed fake gambling videos, featuring "xoc dia" and card games, with each member playing a specific role.

The group embedded advertisements for gambling fraud devices within the videos posted on Facebook. These items included: contact lenses, rigged card decks, card-switching wallets, vibrating devices, and chip-embedded bowls and plates.

Investigators determined that Tuyen's group uploaded nearly 800 videos online, with some garnering millions of views. Despite their wide reach, these videos contained negative content that undermined public order and damaged the reputation of various organizations and agencies.

In response to this case, C02 issued a public advisory. The department urged citizens not to independently film, upload, share, or spread videos promoting violence or "gangster-like" behavior. Furthermore, C02 warned against aiding in the advertisement of any tools or methods used for gambling fraud.
