Six former kindergarten teachers charged in fake contract scheme

Bui Thi Phu, 64, and five former teachers from Kon Pne Kindergarten in Dak Rong commune are accused of helping the principal create fraudulent documents to embezzle nearly 500 million VND from the budget.

On 28/9, Gia Lai Provincial Police initiated criminal proceedings against Phu; Nguyen Thi Mai, 58; Le Thi My Tuong, 32; Nguyen Thi Quynh Nga, 28; Phung Thi Lan Anh, 28, all residents of Kbang commune; and Le Thi Min, 63, a resident of Hanoi, for "abusing positions and powers while on duty," under Clause 1, Article 356 of the Penal Code. All six individuals were released on bail.

Seven months prior, Gia Lai Provincial Police had already charged former principal Tran Thi Thu, 45, and school treasurer Nguyen Thi Linh of Kon Pne Kindergarten with "abusing positions and powers causing damage to the state budget."

According to the investigation, during the two academic years 2023-2025, the six teachers did not teach but colluded with Thu and Linh to create fraudulent teaching contracts.

They allegedly used these fraudulent documents to withdraw nearly 500 million VND from the school's allocated budget. These funds were then used to pay salaries, insurance contributions, and union fees for the six teachers.

After receiving the money, the teachers reportedly transferred a portion of their salaries back to Thu and Linh. Investigators state that the two used these funds for various school-related purposes.
