Four individuals arrested for colluding with Phu Quoc land encroachment suspect

Vo Thanh Loi, 46, is accused of colluding with four individuals to forge land origin documents after encroaching on land in Phu Quoc, then fraudulently selling it and appropriating nearly 20 billion dong.

On 6/2, An Giang Provincial Police arrested four individuals – Nguyen Duy Thanh, 66; Lam Thi Hong Hanh, 60; Nguyen Van Vu, 47; and Nguyen Huu Vinh, 63 – for fraud and appropriation of property.

This development follows the arrest of Vo Thanh Loi on 6/12/2025 by investigators for violating land use regulations. Investigators determined that in 2025, Loi forged documents to illegally occupy two land plots in Phu Quoc Special Zone. This occurred despite him having been administratively penalized by the former Phu Quoc City People's Committee (now the Phu Quoc Special Zone People's Committee) for previous land encroachment.

Expanding the investigation, police stated that in 2023, Loi colluded with Thanh, Hanh, Vinh, Vu, and several others. Their scheme involved encroaching on land plots in Ong Lang, Cua Duong ward, Phu Quoc Special Zone (formerly Ong Lang hamlet, Cua Duong commune, Phu Quoc City).

The group fabricated land origins by creating confirmation request forms. They gave these forms to Le Van Tien, former head of Ong Lang hamlet, to sign and affix the hamlet committee's seal. These documents were backdated to 2000-2001 to legitimize the land's reclamation and use.

Once they had sufficient forged documents, the group sold the land to a 62-year-old woman, appropriating approximately 20 billion dong. Crucially, these land plots were protective forest land managed by Phu Quoc National Park.

Lieutenant Colonel Mai Phuong Nam, head of the An Giang Provincial Police's Investigation Department for Corruption, Economic, Smuggling, and Environmental Crimes, stated that investigators are continuing to expand the case and will strictly handle all involved individuals.

An Giang Provincial Police urged all involved individuals to come forward soon to be considered for leniency. They also requested victims to contact investigators for guidance and resolution according to legal regulations.
