At the launch ceremony on 1/8, Lieutenant General Mai Hoang, Director of Ho Chi Minh City Police, emphasized the importance of the two-month (10/7-15/9) intensive crackdown. The objective is to maintain order, facilitate the operation of the two-level local government model, and ensure security for the Party Congress at all levels, National Day (2/9), and other important national political events.

General Hoang reported that during the first 20 days of the operation, thanks to the police force’s determination and public support, security at political events has been ensured and crime has been curbed. Progress has also been made in administrative management, traffic safety, fire prevention and control, implementation of Project 06, and online public services, contributing to the smooth operation of the two-level local government model.
To ensure the mission's success, the Ho Chi Minh City Police Chief urged all units and localities to take decisive action and set clear objectives, including measures to guarantee security for important city and national events. The police must improve investigation and case-solving rates, dismantle criminal gangs in their early stages to reduce crime, cut off the drug supply and demand, and combat smuggling and counterfeit goods, especially fake food, medicine, laughing gas, and e-cigarettes.
The city police must effectively utilize the national population database and Project 06 for social management and crime prevention, and efficiently operate the two-level local government model with the motto "close to the people, understanding the people, serving the people."

Attending the ceremony, Nguyen Van Tho, Standing Vice Chairman of the Ho Chi Minh City People's Committee (UBND), stated that after the merger with Binh Duong and Ba Ria - Vung Tau, the expanded communal areas and larger population require all units and localities to recognize this as a "turning point in national governance thinking." To maintain order, police, army, and local security forces must proactively overcome difficulties, be dedicated, and effectively handle emerging complex situations, avoiding passivity and surprise.
"Before major national political events, a general inspection and review of the entire area must be conducted, including a thorough grasp of residency and temporary residence to promptly detect and handle any legal violations," Mr. Tho suggested.
