On 10/3, Thai Nguyen Provincial Police announced that the Investigative Police Agency is temporarily detaining Trieu Van Quan, 53, of Dai Phuc commune, to investigate charges of swindling property.
According to police, Quan previously worked in the prosecution sector. In 2018, he received a 10-month suspended sentence for swindling property. After completing his sentence, he had no stable occupation and frequently introduced himself as a lawyer.

Quan is accused of accepting power of attorney to resolve disputes and complaints, particularly involving land. He allegedly took money without delivering on promises and failed to return funds, leading to multiple reports against him.
During a search of Quan's residence, police seized hundreds of documents from numerous residents both within and outside Thai Nguyen province, all related to power of attorney. The case remains under expanded investigation.
