On 28/1, Thanh Khe Ward Police announced they had initiated criminal proceedings and detained Ngo Quang Vu, 32, residing in Quang Tri province, to investigate acts of public disorder.

The incident occurred earlier, on 22/1. Nguyen Van Tien, residing in Hue City, was driving his car on Tran Cao Van street. As he reached house number 294, a dispute, argument, and shoving match erupted with Tran Van Quoc due to a traffic collision.

Witnessing the altercation, Ngo Quang Vu, riding a Yamaha Exciter motorcycle without a license plate and carrying Quoc, blocked Tien's car. Vu then used his hands and a helmet to strike Tien in the face and shoulder, causing injuries.

The incident took place during a busy period, leading to traffic congestion. Following the assault, Tran Van Quoc intervened and asked Vu to leave the scene.

Following the victim's report, Thanh Khe Ward Police launched an investigation into the matter.
