On the evening of 15/2, Cat Hai Special Economic Zone Police received reports from residents about two cars being set ablaze. The vehicles were parked in Luc Do village and in front of Hoa Hy Communal House, both within the Cat Hai Special Economic Zone (formerly Cat Hai town).

That same day, at Sung Khanh Temple in Tien Loc village, also in the Cat Hai Special Economic Zone, an individual used styrofoam to ignite the main temple gate, causing damage. These three consecutive incidents caused concern among local residents.

The Criminal Police Department and Cat Hai Special Economic Zone Police quickly identified Tam as the perpetrator. He was arrested the same night and confessed to all the acts.

Investigators are currently working to determine Tam's motive.
