On 15/10, the Quang Tri Provincial Police Investigation Agency charged Nguyen Dinh Giang, 31, of Hanoi, with murder.

According to the investigation, on 2/9, while working in Laos, Giang had a conflict with Pham Anh Tuan, 31, also from Hanoi. Giang later located Tuan sleeping in room 45 at the Vieng Kham Hotel in Sepon District, Savannakhet Province. He then masked himself, stormed into the room, and fired two shots from a handgun, hitting Tuan in the abdomen and thigh and causing severe injuries.

Giang subsequently fled the scene. On 3/9, Tuan was transported to Quang Tri Provincial General Hospital for treatment.

Authorities determined that Giang illegally entered Vietnam and traveled to Lai Chau with the intention of crossing the border into China. On 14/9, Giang was arrested in Lai Chau, where he confessed to the act.
