On the evening of 17/7, the Ministry of Public Security issued an announcement regarding this development. The criminal case, titled "Abuse of position and power while performing official duties", was initially launched by the Investigation Security Agency of Tuyen Quang Provincial Police on 7/7. The Ministry of Public Security has not yet specified the reason for transferring the case from the province to the ministry for investigation.
Currently, 27 individuals have been indicted in the case, all facing the same charge. Among them are Nguyen Thi Hang, Principal of Tuyen Quang High School for the Gifted; Tran Thi Thu Hang, Vice Principal of Nguyen Van Huyen High School; Nguyen Ha Duy, a math teacher at Tuyen Quang High School for the Gifted; and Nguyen Thi Dieu Thuy, a literature teacher at Tuyen Quang High School for the Gifted and the exam site secretary.
The identities of the remaining 23 defendants have not yet been disclosed by Tuyen Quang police.

Irregularities were discovered in the mathematics scores for the high school graduation exam in Tuyen Quang province. At Tuyen Quang High School for the Gifted, 146 out of 328 candidates achieved a perfect score of 10. Furthermore, 299 out of 328 candidates scored 9 or higher, resulting in an average score of 9,58 for this group, the highest in the country.
Police initially determined that Ms. Hang, Vice Principal of Nguyen Van Huyen High School, acting as the head of the exam site at Tuyen Quang High School for the Gifted, instructed and guided some proctors to facilitate candidates during the math exam. Following this, math teacher Nguyen Ha Duy "entered the exam room and directly guided" certain candidates.
The Tuyen Quang Department of Education and Training proposed a re-examination in mathematics for 322 students from Tuyen Quang High School for the Gifted and six private candidates at this exam site. However, the Ministry of Education and Training has not yet agreed, stating that it needs to await further verification results from the authorities to comprehensively assess the incident's impact. Until a conclusion is reached, candidates from this school are still registering for university admissions as planned. Should any candidates be found to have violated regulations, the Ministry will take action in accordance with established rules, proportionate to the nature and extent of the transgression.
