An investigation revealed that around 5:46 PM on 20/3, a woman driving a 5-seater car attempted to exit an alley in Block 12, Quy Hop commune (formerly part of Quy Hop district), onto National Highway 48C. She was unable to proceed because a Nghe An-registered pickup truck, owned by a 42-year-old male driver, was parked, blocking more than half of the approximately 4-meter-wide road.
Despite honking repeatedly, no one appeared. The woman's husband then went to the pickup owner's nearby house to ask him to move the vehicle.
Police reported that at that time, the pickup truck owner was sitting on his porch. When asked to move the vehicle, he replied that he was "busy with work on his phone and couldn't move it immediately," suggesting they wait or reverse to take another route. The woman's husband disagreed, insisting on proceeding in the original direction and using "pressuring language."
By 5:59 PM that same day, the pickup truck owner moved his vehicle, allowing the 5-seater car to continue its journey.
The woman's husband explained that reversing would mean taking a much longer route, making it inconvenient, especially since the alley was narrow. Furthermore, his wife was a new driver, which added to the difficulty.
Frustrated by the pickup owner's lack of cooperation, the man recorded the incident and posted the video on social media. He also filed complaints with the Traffic Police Department of Nghe An Provincial Police and Quy Hop commune police. The incident quickly garnered significant public attention.
On-site verification confirmed that approximately 58 meters behind the 5-seater car was an intersection leading to National Highway 48C, which was unobstructed. At no point did the pickup truck owner "engage in provocative behavior, cursing, or insulting the honor of the woman's husband or anyone else."
The total time from when the man approached the house to complain until the vehicle was moved was approximately 13 minutes. The investigation concluded that the incident was "simple in nature, with no signs of crime detected."
