Ho Minh Dat, 54, director of Nhat Tin Debt Trading Company Limited, along with Nguyen Trung Duc, 48, and seven other individuals, have been arrested for extortion. The Criminal Police Department (PC02) of Ho Chi Minh City Police announced the arrests on 10/4.
This action by PC02 is part of an ongoing, expanded investigation into Duoc Dat Bac Company and other large-scale debt collection rings operating under the guise of legitimate businesses.

Investigators determined that Nhat Tin Company, led by Dat, was not a genuine debt trading enterprise but rather organized illegal debt collection. The group frequently used sham "debt trading contracts" to legitimize their illicit activities, agreeing to a profit-sharing ratio of 30% to 50% of the total amount collected.

The investigation revealed that Duc brokered a deal for Dat's group to collect an approximate 70 billion VND debt from Ms. Ngoc, who resides in Tam Long ward (formerly Ba Ria Vung Tau province). Following the "contract" agreement, Dat, along with his wife Nguyen Thi Giang, directed their employees to launch continuous pressure campaigns against the victim.
From late 7/2025 to early 10/2025, Dat instructed his subordinates to form multiple small groups. These groups took turns closely monitoring Ms. Ngoc's areas. They mobilized numerous individuals, dressed in company uniforms, and intentionally displayed tattoos to intimidate.
The group frequently drove oto to Ms. Ngoc's private residence and business premises in the Ba Ria market area. There, they gathered in large numbers, cursed, and issued threats. Members of Nhat Tin Company also engaged in assault and property destruction at the victim's store.

The prolonged intimidation caused significant disruption to Ms. Ngoc's business operations. Her relatives and employees lived in a constant state of anxiety and fear.
Following the investigation, police arrested Dat, searched the company headquarters and his residence. Authorities seized important documents, including debt trading contracts, company seals, uniforms, and vehicles used for "terrorizing" victims.
Ho Chi Minh City Police are continuing to pursue other individuals involved in the case and urge those currently at large to surrender soon to receive legal leniency.
