On 25/3, Tran Van Khanh, 42, and Nguyen Minh Tuan, 37, were indicted and temporarily detained by Ho Chi Minh City Police for disturbing public order.
According to the investigation, the incident occurred on the afternoon of 19/3. Pham Minh Truyen, 31, pulled his motorbike to the right side of the road near An Lac roundabout in Binh Tan ward (formerly Binh Tan district) to buy lottery tickets. Khanh, driving a pickup truck with Tuan as a passenger, approached from behind. Khanh repeatedly honked, overtook, and forced Truyen's motorbike to the curb, believing Truyen was obstructing the road.
Upon exiting the vehicle, Tuan immediately began cursing and threatening Truyen. Khanh also confronted Truyen, pointing at his face before unexpectedly striking him forcefully in the face and nose with his elbow. The daylight assault caused disruption and local traffic congestion. After the attack, both men re-entered their vehicle and departed.

A video of the assault went viral on social media, sparking public outrage. In response, the Ho Chi Minh City Police Board of Directors instructed the Criminal Police Department and Binh Tan ward police to investigate. Authorities stated that the indictment and temporary detention of Khanh and Tuan for disturbing public order aim to strictly penalize thuggish behavior on city streets, ensuring deterrence for those who disregard traffic safety regulations.
