On 25/3, Hanoi City Police announced that its investigative police agency had provisionally detained seven employees of Vera International Beauty Institute: Nguyen Minh Tri, Nguyen Thi Hoan, Nguyen Duong Luan, Pham Thanh Trung, Pham Thi An, Hoang Thi Thanh Huyen, and Nguyen Duc Tho. They are under investigation for deceiving customers.

Police identified Tri as the owner of the Vera International Beauty Institute at 314 Khuong Dinh. The facility lacked proper licensing for medical examination or treatment and failed to meet professional staffing requirements. It had no licensed doctors, medical assistants, or nurses as mandated by regulations.
To attract clients, Tri and his accomplices falsely advertised the institute's infrastructure and staff qualifications. They also instructed medically untrained staff to pose as doctors for consultations and to perform services.
Despite lacking qualifications, Tri organized invasive cosmetic services, including circumcision and penis enlargement injections. He also provided deceptive information about the medications and materials used.
During the procedures, Tri and Hoan instructed staff to inject saline solution or Aline Vip filler—an unapproved, unregulated product in Vietnam—into clients' penises for profit. Tri, Hoan, and Trung further directed three technicians, posing as doctors, to directly perform these services.
Preliminary findings indicate that the group illegally profited over 676 million VND from these activities.
