Ba Ngoi ward police in Khanh Hoa province launched the "Exchange Noisy Exhaust for Fragrant Rice" program on 27/4, aiming to address noise pollution caused by illegally modified motorcycles. A representative from the Ba Ngoi ward police announced the initiative on 28/4, stating it targets youth and residents using vehicles with exhaust pipes that generate excessive noise and do not meet technical standards in the area.
Under the program, individuals are asked to voluntarily remove their modified exhaust pipes, reinstall the original ones, and then bring the surrendered pipes to the ward police headquarters at 49 Hooc Gia, Giai Phong residential area. Following inspection, each participant receives one 10 kg bag of rice.

The initiative was developed in response to ongoing issues within the ward, where groups of young people frequently gathered at night, using modified vehicles and revving engines, which created significant noise and disturbed residents' daily lives. This program seeks to provide an opportunity for violators to rectify their actions voluntarily, while also fostering a more civilized community environment.
Numerous individuals and organizations in the area have pledged support by registering to donate rice, ensuring the program's long-term sustainability. The ward police agreed to commence the program's implementation from 27/4.
"This is a gift that encourages a spirit of willingness to improve and a sense of community responsibility," a Ba Ngoi ward police representative stated. "By participating, residents also avoid fines, which typically range from 4 to 6 million VND, for modifying vehicle structures and causing noise pollution."
