16-year-old girl drives motorcycle against traffic on expressway

Without a helmet and driving against traffic on an expressway, a 16-year-old girl, the vehicle owner, and the passenger faced a total fine of 16,5 million VND from authorities.

Team 2, under the Traffic Police Department, announced it had issued administrative violation notices on 27/4 to individuals involved in a widely circulated video. The video showed a motorcycle traveling against traffic on the Hai Phong - Mong Cai expressway, sparking public outrage.

The incident came to light after a video, widely shared on social media on the morning of 26/4, depicted a young girl operating a moto with a passenger at high speed in the expressway's emergency lane. The moto was notably traveling against the flow of traffic, disregarding oncoming oto and posing a serious accident risk.

Following the information, traffic police promptly investigated and summoned those involved. The driver was identified as a 16-year-old girl residing in Phu Tho. The incident occurred at kilometer 17 on the Hai Phong - Mong Cai expressway.

At the police station, the driver was cited for multiple violations: operating a moto on an expressway; a person aged between 16 and 18 driving a vehicle with an engine displacement over 50 cm3; failing to wear a helmet; carrying a passenger who was not wearing a helmet; and the vehicle lacking a left rearview mirror.

Beyond the driver, Team 2 also issued a violation notice to the vehicle owner, a 37-year-old resident of Hai Ninh commune, for entrusting the vehicle to an unqualified driver. The 15-year-old passenger was also fined for not wearing a helmet.

The total fine for the three individuals amounted to 16,5 million VND.
