Duy was charged by the Tuyen Quang Provincial Police Investigation Agency with Abuse of Power while on Duty, following three days of emergency detention.
Duy is an alumnus of Tuyen Quang High School for the Gifted. In 2020, after graduating from university, he returned to teach mathematics at the school. During his tenure, he was assigned as the homeroom teacher for the specialized math class and was responsible for the school's national gifted math student team.

The investigation began after the Ministry of Education and Training announced high school graduation exam scores on the morning of 1/7. Tuyen Quang High School for the Gifted drew attention when more than 290 out of 328 candidates, with identification numbers ranging from 080163xx to 080166xx, scored 9 or higher in mathematics. Notably, over 140 students achieved perfect scores. The average score for this group was 9,58, the highest nationwide.
On the morning of 3/7, the Ministry of Education and Training stated it had sent a working group to Tuyen Quang after noticing several signs in the local high school graduation math exam scores that required verification and clarification.
At a meeting regarding the organization of the 2026 high school graduation exam, Deputy Prime Minister Le Tien Chau requested Tuyen Quang province to take responsibility for the compromised security of the exam, which severely affected the graduation exam results and "the image and reputation of the education sector".
According to the Penal Code, the crime of Abuse of Power while on Duty is committed by someone in a position of power. The offender acts against official duties for personal gain or other motives, causing damage to the interests of the State, society, and the legal rights and interests of citizens.
