On the afternoon of 12/8, less than a day after a video of a woman engaging in "provocative acts" in a car went viral, three men aged 24, 26, and 33, residing in two wards of Phu Ly and Ha Nam, were summoned by Phu Ly ward police to clarify their involvement in providing and sharing false information online.
Police reported the three men admitted their wrongdoing, voluntarily removed the post, and pledged not to repeat the offense.

On the evening of 11/8, a video circulated on social media showing a woman in the passenger seat of a car engaging in provocative acts with the male driver while the vehicle was moving on Le Duan Street, Phu Ly ward.
The video quickly gained public attention. Authorities deemed the incident serious and potentially disruptive to public order and traffic safety.
Phu Ly ward police determined the video was staged by the three men to gain views, likes, comments, shares, and increase online interaction.
They devised a script, assigned roles, and one dressed as a woman to perform the provocative scene in the car, filming it as if it were a spontaneous recording, and then posted it online.

Authorities are continuing to investigate the incident.
