On 2/10, the Thanh Hoa Provincial Police Investigation Agency initiated criminal proceedings and temporarily detained Minh, 35 years old, owner of the TikTok account "Minh Sam Son." He faces charges of uploading information contrary to legal regulations onto computer and telecommunication networks.

According to police, in early September, Minh returned to his locality after completing a prison sentence for illegal drug trafficking. He then established the TikTok channel "Minh Sam Son," using it to livestream and post gangster-like, violent images. His objective was to attract viewers and earn money.
Minh frequently appeared with tattoos, employing controversial content to capture attention. His livestreams consistently garnered thousands of followers, interactions, and comments.
To further boost his income, Minh collaborated with several individuals to organize challenge sessions, often called "PK Live." During these sessions, participants urged the audience to send gifts or transfer money to determine winners and losers.
Under the agreed terms, the loser had to perform "punishments" involving dangerous acts. These included using objects capable of causing harm to their body. The severity of these challenges escalated in proportion to the amount of money and gifts participants received.
Throughout the livestreams, participants also cursed, issued challenges, and stimulated viewers' desire to witness the losing party carry out the punishment. This method was employed to retain viewers, increase comments and interactions, and receive numerous gifts.
During a search of the suspect's residence, police confiscated various tools and equipment used for livestreaming activities.

Police advised social media users not to encourage, share, or aid violent and dangerous content. They also urged the public to proactively report any content showing signs of legal violations to the authorities.
