On 3/3, Quang Ninh Provincial Police initiated proceedings against driver Tuan to investigate potential criminal violations.

The incident occurred earlier, around 8 p.m. on 2/3. A task force from Traffic Police Team No. mot, under the Quang Ninh Provincial Police Department's Traffic Police Division, was conducting alcohol and drug checks on Hoang Quoc Viet street, Uong Bi ward. They observed Tuan driving a truck who failed to comply with signals, swerved out of the inspection lane, and fled towards Vang Danh ward.

The task force pursued him in a specialized vehicle, using sirens, lights, and loudspeakers to order him to stop. However, the driver continued into an alley to evade. As the traffic police vehicle closed in, Tuan reversed, colliding with and damaging the right headlight of the patrol vehicle, then drove away for another mot km.

Authorities continued their pursuit and managed to block the vehicle. Despite being cornered, Tuan attempted to accelerate and flee again, prompting mot officer to fire a shot to subdue him.

A subsequent test revealed Tuan's breath alcohol concentration was 0,2 mg/l; a rapid drug test yielded a negative result.
