Cuong, who leases farmland in Chau Phong commune, had been experiencing crop damage due to rats and decided to set an electric trap. On the morning of 15/8, he hired Nho to help him string wire around the field. That evening, Cuong connected a car battery to the wires.
About an hour later, Cuong disconnected the battery and went to check the trap. He discovered Hoang, 53, a local resident who was fishing, had been electrocuted. Panicked, Cuong decided to turn himself in to the authorities.

Article 64 of the 2004 Electricity Law (amended in 2012) prohibits the use of electricity to trap animals in a way that endangers human life. Despite this, fatal incidents involving electric rat traps have been reported in several locations.
