Why was Huan Hoa Hong arrested?

Bui Xuan Huan is accused of misusing mobilized charity funds; he, his wife, and others allegedly concealed over 300 billion dong in perfume sales revenue from accounting records.

This afternoon, the Ministry of Public Security announced that Bui Xuan Huan, widely known as Huan Hoa Hong, was prosecuted and temporarily detained. He faces charges of "fraudulent appropriation of property" under article 174, clause 4, and "violating accounting regulations causing serious consequences" under article 221, clause 3, of the Penal Code.

In connection with Huan’s case, the Investigative Police Agency of the Ministry of Public Security also prosecuted four other individuals. These include Hoang Ngoc Cuong, General Director of Chara Production and Trading Joint Stock Company; Truong Thi Thuong, Director of Tam Dai Moc Trading and Services Joint Stock Company; Pham Thi Ngoc Linh, Huan’s wife and owner of the Pham Thi Ngoc Linh business household; and Kieu Thi Hong, Cuong’s wife. They are all under investigation under article 221, clause 3, of the Penal Code.

Authorities accuse Huan of appropriating over 3 billion dong from multiple individuals. He, his wife, and accomplices allegedly conducted perfume sales with total revenue exceeding 300 billion dong. However, they reportedly did not issue value-added tax invoices and concealed this revenue from accounting records, causing billions of dong in losses to the State Budget.

Investigators also state that Huan mobilized tens of billions of dong in charity funds from various organizations and individuals. There are indications that these funds were misused, deviating from their intended charitable purposes.

Since 2015, Huan has utilized his personal social media accounts, primarily on Facebook and TikTok, to build influence and conduct online sales. He is accused of making and disseminating offensive content, which reportedly created disputes with other influential social media personalities. This behavior is believed to have negatively affected the perceptions and ideologies of many societal segments, particularly the youth, leading to public outrage.

C01 of the Ministry of Public Security is currently expanding its investigation to clarify other illegal acts committed by Huan and related individuals. Authorities urge organizations and individuals whose money was appropriated by Huan to submit petitions with supporting documents to the Investigative Police Agency of the Ministry of Public Security at 37 Le Dai Hanh Street, Hai Ba Trung Ward, Hanoi.

Huan, 41, originally from the former Yen Bai province, gained significant online recognition. His Facebook account, "Huan Hoa Hong", has 3,7 million followers, and his TikTok account boasts 5,9 million followers.

Huan has a history of legal troubles, having tested positive for drugs twice in 2019 and 2020. He also faced administrative penalties for various other violations on several occasions.

More recently, Huan garnered attention in late July following a social media challenge with TikToker Vua Quat concerning charity work. This dispute escalated, leading to Khanh Sky, Vua Quat, and Ho Van Khoa being prosecuted and temporarily detained on charges of "disturbing public order" or "abusing democratic freedoms to infringe upon the interests of the State, legitimate rights, and interests of organizations and individuals."
