Investigations revealed that since February 2026, Nghiem used a master account on a betting website. He then divided this into multiple sub-accounts for agents to manage. These agents, in turn, granted access to players for online betting via the internet.
Investigators determined the ring operated as a closed, multi-layered system, involving the leader, agents, and players. Each level had specific roles in managing operations and settling winnings or losses. The total transaction value within the ring reached nearly 1,200 billion VND, with hundreds of participants.
During searches and investigations, police summoned dozens of individuals. They seized numerous phones, computers, documents, and electronic data to expand the investigation.

Prior to this, on 10/6, Quang Ngai Provincial Police had prosecuted Tran Ngoc Hoang, 36, residing in Ho Chi Minh City, along with nine others.
According to investigations, Hoang utilized a super-level account to create nine master accounts, nine agent accounts, and 104 member accounts. This formed a multi-layered betting ring with total transactions exceeding 600 billion VND, operating from early 2026 until its dismantling.
This was previously the largest football betting case discovered by Quang Ngai Provincial Police before the ring led by Nghiem was dismantled.
