On the evening of 21/4, the left Thao dike embankment area in Phong Chau ward continued to experience complex landslides and subsidence. The ground beneath several homes subsided, and numerous new cracks appeared, escalating safety hazards.
Hoang Anh Vu, Chairman of Phong Chau Ward People's Committee, stated that from 18:00 on the same day, residents began evacuating, mostly staying with relatives; those without accommodation would receive government assistance.
Mr. Vu indicated that it is likely the area will no longer be habitable, prompting the ward to discuss resettlement plans for the affected families. During this period, households will receive support to stabilize their lives.

Earlier on the same morning, the embankment section from Cong Lo Lon T-junction to Km 64+150 experienced a landslide, directly impacting 11 households living along the dike route by the Red River.
On-site observations revealed ground subsidence of 50-70 cm and numerous cracks, 30-50 cm wide, causing cracks in roofs and house walls. Authorities noted that the landslides are rapidly progressing and could expand further, threatening the safety of the residential area.
Immediately after the incident, Phong Chau Ward People's Committee held an emergency meeting with affected households to implement response measures. The ward police and military command were assigned to cordon off the area, erect warning signs, and deploy personnel for 24-hour duty to prevent residents and vehicles from entering the hazardous zone.
The Department of Economy, Infrastructure, and Urban Affairs was tasked with urgently surveying and assessing the extent of the landslides, advising on immediate and long-term solutions, and proposing that higher authorities provide support for recovery and stabilize residents' lives.
