Khoa officially retired on September 1, 2025, with his resignation effective September 9, citing "personal reasons".

Khoa held various positions in the former Kien Giang province, including deputy director of the Department of Transportation, chairman and secretary of Kien Luong district, and director of the Department of Planning and Investment. In August 2024, he became vice chairman of the An Giang People's Committee.
At 51, Khoa's retirement comes 11 years earlier than the typical retirement age. He declined to comment on his reasons for resigning or his future plans when asked by VnExpress.
On the same day, Mai Van Huynh, 60, former permanent deputy secretary of the Provincial Party Committee and former chairman of the Kien Giang Provincial People's Council (before the merger), and Vo Minh Hoang, 56, chairman of the An Giang Provincial Party Committee's Inspection Commission, also officially retired on September 1.
Following the merger of An Giang and Kien Giang, the An Giang People's Committee is now led by chairman Ho Van Mung and five vice chairmen: Nguyen Thanh Phong, Le Van Phuoc, Le Trung Ho, Nguyen Thi Minh Thuy, and Ngo Cong Thuc.
