On the morning of 1/6, Chairman of Hanoi People's Committee Vu Dai Thang, accompanied by a working delegation, inspected the site and received reports on the implementation status of the Multi-Purpose Urban Area Investment Project in Thu Lam commune, Dong Anh, and the Bac Thang Long Urban City Multi-Purpose Urban Area Investment Project in Thien Loc, Phuc Thinh, Me Linh communes.

Hanoi is prioritizing the development of multi-purpose urban areas, with a significant portion of housing dedicated to resettlement. According to Mr. Thang, through years of urban management, the city recognized the urgent need for new, synchronous, and modern urban models. These models aim to meet residents' needs for housing, livelihoods, and social development. The multi-purpose urban area model, combining urban development with social housing, resettlement, and integrated technical and social infrastructure, has received strong support from the Central Government.
The city commenced construction on two multi-purpose urban areas on 2/2. These projects are identified as key growth poles for the capital, aligning with Hanoi's long-term planning. Beyond commercial, service, and social housing functions, these urban areas will facilitate urban redevelopment, site clearance, and resettlement arrangements for local projects. The city aims to develop these areas as smart, ecological urban models. Furthermore, land prices and investor profits will be controlled to ensure housing accessibility for residents and foster a healthy, sustainable market, the Hanoi Chairman stated.

Following the site inspection, the city's leader commended the engagement of departments, agencies, local authorities, and investors. Despite being implemented for just over 4 months, investment preparation, planning, and site clearance have achieved positive results. To date, over 160 hectares have been cleared, demonstrating the strong determination of authorities at all levels and localities within the project area.
To ensure the project is completed on schedule, the Hanoi Chairman requested units to accelerate procedures. A priority is the completion of cleared sites for the synchronous development of technical and social infrastructure, resettlement areas, social housing, and accompanying educational and service facilities. The goal is to rapidly establish modern, synchronous urban areas, serving economic growth, meeting housing needs, and effectively supporting the city's site clearance and resettlement efforts.
Mr. Thang stated that about 40-50% of the housing fund in multi-purpose urban areas will serve resettlement for key projects, initially large-scale projects related to Hanoi's urban embellishment and infrastructure development. "The early establishment of high-quality resettlement areas will build trust and consensus among residents during the implementation of the city's major projects in the coming period", he said.
Regarding households whose agricultural land is acquired, the city Chairman requested communes and wards to continue focusing on vocational training policies, job creation, and long-term livelihoods for residents. The city will also develop industrial parks, commercial centers, and service facilities to create additional local employment opportunities for residents in the project area.

Previously, on 2/2, in the communes of Phuc Thinh, Thu Lam, and Dong Anh, the city and a consortium of investors simultaneously held groundbreaking ceremonies for two multi-purpose urban area projects. The Bac Thang Long Urban City multi-purpose urban area spans about 700 hectares, located between Ring Road 3 (directly connected to Thang Long Bridge) and Ring Road 3.5 (connected to Thuong Cat Bridge). The project's implementation schedule extends until 2032.
The second project is the multi-purpose urban area in Thu Lam and Dong Anh communes, developed by Song Hong Future Group Joint Stock Company. This area is about 18 km from the Bac Thang Long Urban City project and near the Hanoi - Thai Nguyen Expressway. The project spans approximately 696 hectares, comprising three land plots within different urban sub-zones. The investor stated the project will be implemented over nearly 4 years, from Q1/2026 to Q3/2029.
