On 22/7, leaders of the Thanh Hoa Provincial People's Committee (PPC) announced that the Standing Board of the Provincial Party Committee approved this personnel arrangement. This decision ensures continuity in leadership, direction, and operations across all agencies, units, and localities within the province.
This assignment follows the appointment of former PPC chairman Nguyen Hoai Anh as permanent deputy minister of the Ministry of Ethnic Minority Affairs and Religion.
According to Liem, this is a temporary solution while awaiting the central government's decision on the new chairman for the Thanh Hoa PPC.

This marks the second time Liem has been tasked with leading the provincial government. In 9/2025, when both PPC chairman Do Minh Tuan and permanent vice chairman Nguyen Van Thi were absent, the Standing Board of the Provincial Party Committee assigned Liem to oversee the provincial government's activities. This time, his responsibilities also include overseeing the PPC's Party Committee.
Mai Xuan Liem, 52, hails from Ngoc Trao commune, Thanh Hoa province, previously Thach Thanh district. The Provincial People's Council (PPCouncil) elected him vice chairman of the PPC in 10/2019, and he currently serves as permanent vice chairman.
The Thanh Hoa PPC for the 2026-2031 term includes three other vice chairmen: Dau Thanh Tung, Le Quang Hung, and Cao Van Cuong.
