At a conference held by the Quang Ninh provincial party committee to implement the party secretariat's decision on personnel work, Nguyen Quang Duong, deputy head of the central organizing committee, presented the decision appointing Mr. Khang to the provincial party committee, the standing board, and the position of deputy secretary for the 2020-2025 term.
Immediately afterward, at a special session, the Quang Ninh provincial people's council voted to elect Mr. Khang as chairman of the provincial people's committee for the 14th term (2021-2026), replacing Pham Duc An, who was elected chairman of Da Nang city's people's committee on 8/9.

Born in 1971, Mr. Khang is originally from Hung Yen (An Binh commune, Kien Xuong district, former Thai Binh province). He has served as director of Quang Ninh customs department and vice chairman of the provincial people's committee. In 1/2024, he was appointed deputy minister of finance by the prime minister.
In his acceptance speech, Mr. Khang said this was an honor and a source of pride, but also a great responsibility. He emphasized that the new context requires new thinking and approaches for breakthroughs, effective governance at both provincial and district levels, promoting economic growth, and improving people's lives.
The Quang Ninh provincial people's committee currently has four vice chairmen: Vu Van Dien, Nguyen Van Cong, Le Van Anh, and Nguyen Thi Hanh.
Quang Ninh has a population of over 1.4 million and an area of over 12,000 km2, including 6,200 km2 of land and 6,100 km2 of sea. It comprises 22 communes, 30 wards, and two special zones: Van Don and Co To.
In 2024, Quang Ninh's GRDP increased by 8.42% to 347,500 trillion dong, ranking 7th nationwide. GRDP per capita reached 10,272 USD. The province collected 55,600 trillion dong in budget revenue, attracted 2.8 billion USD in FDI, and welcomed 19 million tourists.
