On the afternoon of 3/9, Hai Phong Police reported that the Quang Trung Traffic Police Station fined driver Pham Phu Kien (34 years old, Vinh An commune) 38.5 million VND and deducted 6 points from his driver's license for operating a passenger bus exceeding the permitted number of passengers.

The bus owner was fined 133 million VND and had their vehicle registration suspended for one to three months for allowing an unqualified driver to operate the vehicle and for not issuing a transport order.

Earlier, at 7:05 PM on 2/9, the Traffic Police Department received a report about bus number 29F-008.75 operating the Hanoi - Hai Phong route carrying an excessive number of passengers. They directed the Quang Trung Station to inspect the vehicle. Upon stopping the bus, authorities discovered it was carrying 82 passengers, exceeding the 46-passenger limit by 36. The driver couldn't produce his driver's license, and while the vehicle was operating a fixed passenger route, it lacked a transport order.
