Mud and soil inundated Lang Ha street in central Hanoi on the morning of 4/5, requiring authorities over three hours to clear it. The incident, which occurred around 5:30, created hazardous conditions for commuters during rush hour.
A 25-year-old male driver, residing in Bac Ninh province, was transporting mud and soil from the Giang Vo Lake construction site along Lang Ha street to a designated collection point. As the truck approached house number 46 Lang Ha, its rear bed ruptured, spilling a large quantity of its load onto the road. The spilled mud and soil extended from house number 46 to 116 Lang Ha.

Upon receiving the report, a task force from Traffic Police Team 3 immediately arrived at the scene. They coordinated with environmental workers to manage traffic flow and begin the cleanup. To effectively clear the debris, authorities mobilized excavators and high-pressure road washers.
By 8:10, authorities had cleared all the mud and soil, and traffic returned to normal.

When questioned by authorities, the dump truck driver admitted to the incident. An inspection revealed two violations: spilling materials onto the road and operating the vehicle with illegally extended bed dimensions, which did not comply with its technical safety inspection certificate.
Authorities issued an administrative penalty notice to the driver, imposing a total fine of 34,5 million VND for the two violations. They also deducted two points from his driver's license. Furthermore, authorities revoked the vehicle owner's inspection certificate for two months. Later that same morning, traffic police instructed the vehicle owner to remove the illegally extended part of the truck bed.
