Citizens can receive up to 5 million VND for reporting traffic violations

Individuals and organizations can receive up to 5 million VND for providing information on administrative traffic violations.

On 9/9, a representative of the Traffic Police Department (Traffic Police Department, Ministry of Public Security) announced that the Ministry is drafting a circular regulating payments to individuals and organizations who report administrative violations concerning road, rail, and waterway traffic safety.

According to the Ministry of Public Security's proposal, for violations resulting in fines of less than 30 million VND for individuals or less than 60 million VND for organizations, the payment for reporting the violation will be 5% of the fine, up to a maximum of 2.5 million VND.

For violations resulting in fines of 30 million VND or more for individuals, or 60 million VND or more for organizations, the payment will be 10% of the fine, up to a maximum of 5 million VND.

The payment will be made within 30 days of the issuance of the administrative penalty decision.

Information provided must meet specific requirements: It must be in video format, with or without audio, and recorded directly by the individual or organization submitting it. The information must not violate the rights to freedom, honor, dignity, private life, personal secrets, or other legitimate rights and interests of individuals and organizations as prescribed by law.

The recording location must be in a public area not yet equipped with security cameras, or where no traffic officers are present.

The reported violation must not be one already detected by authorities, nor should it duplicate information already reported by media outlets, social networks, or other individuals or organizations.

The submitted information must be original, unedited, and clearly identify the type of vehicle, license plate number, violation, time, and location of the incident.
