On 13/9, the prime minister issued a directive promoting technology solutions for citizens and businesses, linked to population data, identification, and electronic authentication. He requested the Ministry of Public Security to lead relevant agencies in proposing amendments to regulations on electronic identification and authentication for integrating electronic documents into VNeID, to be completed by November.
The Ministry of Public Security will guide ministries, branches, and localities in connecting administrative procedure systems with the national electronic identification and authentication system. They will also provide guidance on utilizing citizen and business information within the VNeID app to streamline administrative procedures, to be completed before 20/9.
Monthly, the Ministry of Public Security and the Government Office, along with other ministries and branches, will publish a list of citizen documents integrated into VNeID, replacing physical counterparts.

The prime minister instructed ministries and localities to reduce paperwork for 324 administrative procedures where VNeID integration replaces physical documents, and 196 procedures where data sources are being utilized from ministries and branches for simplification.
Simultaneously, agencies will propose regulatory amendments to issue 31 essential personal documents and eight essential business documents via VNeID, issuing physical documents only upon citizen request.
Based on the Ministry of Public Security's proposed list of 578 document types for VNeID integration, ministries and localities will conduct research and integration by November.
The prime minister urged non-governmental agencies, organizations, and individuals not to require citizens to submit original or copied documents already integrated within VNeID for civil and commercial transactions, or other social activities.
The directive tasks the Ministry of Public Security, Ministry of Construction, Ministry of Finance, and localities with applying biometric technology to the VNeID system, implementing it at all airports from October; and at metro stations, Hanoi Railway Station, and parking lots in Hanoi and TP HCM in 2025.
Airports Corporation of Vietnam (ACV) is tasked with procuring infrastructure and equipment to deploy biometric applications linked to VNeID at airports, to be completed before 30/10.
From 15/9, ACV will coordinate with domestic airlines to guide passengers in using their ID cards or VNeID accounts for biometric data collection at check-in counters or on the app for security checks and boarding.
Starting 1/12, airport check-in counters will only serve passengers with checked baggage or special needs. All other passengers must purchase tickets, check in, go through security, and board using biometrics on VNeID or self-service kiosks at the airport.
