On 16/9, the Hoan Kiem Ward People's Committee (UBND), investor of the Hoan Kiem Lake East Plaza and Park Project, notified organizations and individuals of the land acquisition plan.

The 2.14-hectare plaza and park will be bordered by Hoan Kiem Lake and Dinh Tien Hoang Street to the west, existing residential areas to the north, Ly Thai To Street to the east, and Tran Nguyen Han Street to the south.
The project is divided into two phases. Phase 1 involves compensating, supporting, and relocating owners of houses and land within the over 21,000 m2 area for the transit-oriented development (TOD) project east of Hoan Kiem Lake.
59 entities, including 17 organizations (seven electricity units and 10 others) and 42 households, will be relocated. The city has relocation plans for the organizations. Eligible households will receive land-based resettlement compensation in Dong Anh commune, Viet Hung urban area, and Thuong Thanh resettlement housing.

Valuable architectural structures like the Department of Culture building and the Institute of Literature will be preserved. The Nha Den (power station) will be relocated. Two buildings belonging to the Northern Power Corporation will be temporarily retained for further assessment in Phase 2. The investor will explore preserving the Art Deco architecture of the Hoan Kiem Power Company building, potentially opening the first floor.
Phase 2 involves planning and organizing the underground space east of Hoan Kiem Lake (approximately three basement levels), connecting it to the C9 station of the Nam Thang Long - Tran Hung Dao metro line, and implementing appropriate technical solutions for preserving historical structures during basement construction.

The Hoan Kiem Ward UBND aims to complete compensation, resettlement support, and Phase 1 investment procedures, and begin construction before 10/10. Phase 2 will undergo thorough research, aligning with approved planning and guidance from the Hanoi UBND.
In addition to the east plaza and park, Hanoi is also renovating Dong Kinh Nghia Thuc Square. The initial step of Phase 1, demolishing the building at 1-3-5 Dinh Tien Hoang Street (the "Shark Jaw" building), is complete. Plans include renovating the end of the building at 7-9 Dinh Tien Hoang Street with an LED screen, and improving the facades along Dinh Tien Hoang, Cau Go, and Hang Dao streets (removing awnings).
The 12-hectare Hoan Kiem Lake is surrounded by Dinh Tien Hoang, Hang Khay, and Le Thai To streets, and is a hub for organizations, businesses, historical sites, and scenic spots, including the Hoan Kiem Lake - Ngoc Son Temple special national relic site and the Ba Kieu Temple national relic site.
