On the morning of 6/9, Nguyen Dang Quang, deputy head of the central organizing committee, presented the decision to Le Minh Ngan.
Quang affirmed that Ngan is a highly qualified official who has risen through the ranks, holding various positions and consistently excelling in all assigned tasks, particularly in natural resources and the environment. Ngan was also nominated for the 14th central committee.
The deputy head expressed his hope that Ngan will work effectively with the Lai Chau provincial party committee to fulfill all their responsibilities.
In his acceptance speech, Le Minh Ngan pledged to strive for Lai Chau's rapid and sustainable development in his new role.

Le Minh Ngan, 56, is from Quang Binh province (now Quang Tri) and holds a master's degree in economics. Before becoming deputy minister of natural resources and environment in 2/2020, he served as director of the Quang Binh department of natural resources and environment and vice chairman of Quang Binh province.
Following the merger of the ministry of natural resources and environment with the ministry of agriculture and rural development to form the ministry of agriculture and environment in 3/2025, Ngan was appointed deputy minister of the new ministry by the prime minister.
Previously, on 3/9, Vu Manh Ha, alternate member of the central committee and standing deputy secretary of the Lai Chau provincial party committee, was appointed standing deputy minister of health.
