At a conference on September 6 announcing the politburo and party secretariat's decision on personnel matters, head of the central organizing committee Le Minh Hung presented the decision to appoint Luong Nguyen Minh Triet, alternate member of the party central committee, deputy secretary of the Da Nang party committee, and chairman of the Da Nang people's committee, as the new secretary of the Da Nang party committee for the 2020-2025 term.

Mr. Triet, 49, is from Nam Phuoc commune, Da Nang city. He holds a senior degree in political theory, a master's degree in business administration, and a bachelor's degree in silicate technology.

He has served as secretary of the Da Nang youth union, chairman of the Da Nang student association, secretary of the Lien Chieu district party committee, chairman of the Da Nang confederation of labor, head of the Da Nang party committee office, secretary of the Hai Chau district party committee, and standing deputy secretary of the Da Nang party committee.

From January to June 2021, he was the standing deputy secretary of the Da Nang party committee and chairman of the Da Nang people's council. From January 2024 to May 2025, he served as secretary of the Quang Nam provincial party committee and from July 1st as deputy secretary of the Da Nang party committee and chairman of the Da Nang people's committee.

At the same conference, Mr. Hung also presented the party secretariat's decision to appoint Pham Duc An to the standing committee as deputy secretary of the Da Nang party committee for the 2020-2025 term and nominated him for election as chairman of the Da Nang people's committee for the 2021-2026 term.

Mr. An, 55, is from Kim Bang commune, Nghe An province. He holds a senior degree in political theory, bachelor's degrees in economic law and finance-banking, and a master's degree in business administration.

Mr. An has held numerous positions, including director of the legal department, director of the Hung Yen branch, deputy general director and general director of the Vietnam investment and development bank (BIDV); general director of the Vietnam-Russia joint venture bank (VRB); vice chairman of the members' council of the Vietnam bank for agriculture and rural development (Agribank); head of the state bank of Vietnam office; chairman of the Vietnam banking association; and a member of the 15th national assembly.

In December 2024, the party secretariat appointed Mr. An as deputy secretary of the Quang Ninh provincial party committee for the 2020-2025 term. In December 2024, the Quang Ninh people's council elected him as chairman of the Quang Ninh people's committee for the 2021-2026 term.
