On the morning of 3/6, General Secretary, President To Lam met with the Central Public Security Party Committee to discuss a project aimed at building an orderly, disciplined, safe, harmonious, and developed society. He emphasized that constructing a modern society is a national endeavor, led by the Party and involving all citizens.
He called for strengthening the Party's comprehensive leadership, enhancing the State's management, and empowering the people, families, communities, the Fatherland Front, and socio-political organizations in building a civilized, modern society. Vietnam should embrace human civilization's essence, scientific and technological advancements, and advanced governance. Concurrently, it must preserve national cultural identity, independence, self-reliance, and socialist orientation during its development.
The Party and State leader emphasized that national development must achieve harmony between material and spiritual aspects, and between the economy, culture, and people. This approach aims to enhance spiritual well-being, strengthen social trust, and foster the people's happiness.
"We must not allow society to grow rich materially while becoming impoverished in culture, ethics, and humanistic values," stated General Secretary, President To Lam. He cautioned against sacrificing social order, discipline, justice, the environment, and cultural values for the sake of economic growth alone.
He stressed that human development is the core, culture forms the foundation, and law and discipline serve as pillars. Building a socialist civilized society begins with nurturing new Vietnamese people who possess ideals, strong character, cultural awareness, civic consciousness, a sense of responsibility, and adaptability to modern society. This process integrates moral governance with the rule of law, combining education and persuasion with discipline, order, and respect for the law.

General Secretary, President To Lam affirmed that human security is central to development and reflects the socialist regime's positive nature. All policies must aim to protect individuals, improve their quality of life, and ensure citizens live safely and healthily, with opportunities for development and equitable access to the benefits of progress.
He also called for establishing modern social governance, moving from conventional management towards governance and social creation. In this model, data forms the foundation, digital technology serves as the tool, and people remain central. The system of objectives requires review to directly reflect social quality, governance effectiveness, safety levels, public trust, happiness, and the overall quality of life for citizens.
According to the Party and State leadership, this Resolution will not supersede specialized resolutions. Instead, it will integrate, connect, and shape Vietnam's new societal model. It clarifies the values, standards, and overall requirements that the entire political system must pursue in building a socialist civilized society in Vietnam in the coming period.
