The Dong Nai Department of Construction recently sent a document to the Vietnam Road Administration and the Bien Hoa - Vung Tau Expressway Development Joint Stock Company (BVEC), proposing the dismantling of toll booth T1 at km10+778 and toll booth T2 at km28+450 on national route 51. According to the department, these two booths are no longer operational and have deteriorated, posing risks of congestion, compromising traffic safety, and negatively affecting urban aesthetics.
The proposal aims to improve urban landscapes, ensure traffic safety, prevent congestion, and address the concerns of voters in the area. Previously, TP HCM also requested the investor to dismantle the toll booths on national route 51 by 31/12/2024.

In mid-december, the Vietnam Road Administration issued an official letter instructing BVEC to dismantle the toll booths along the route. At a meeting on 10/10/2024, the state management agency urged the company to complete the dismantling by 20/10/2024, holding them responsible for any failure to comply.
However, BVEC stated that it could not proceed with the dismantling yet. The right to collect tolls from the three booths on national route 51 currently serves as collateral for loans. Any alteration to their existing status requires bank approval, which has not yet been granted. The company requested an extension for the dismantling period and appealed to relevant agencies to enhance traffic safety measures along the route.
National route 51 is a vital transportation artery connecting TP HCM with Dong Nai. In 2009, BVEC was assigned to implement the BOT project to expand 72 km of the route, with a total investment of nearly 3,800 billion VND. The route became operational in april 2013. The contracted toll collection period was 20 years and six months, scheduled to conclude on 12/1/2030.
Due to higher-than-projected traffic volumes, the actual toll collection period was shortened. However, since toll collection ceased in january 2023, the final settlement and negotiations to terminate the BOT contract remain incomplete, preventing the transfer of assets to public ownership.
