On 2/3 morning, Lieutenant Colonel Tong Thanh Van, Team Leader of Traffic Police Team 1, Traffic Police Department, Thanh Hoa Provincial Police, stated that the unit had completed administrative violation records for the driver and owner of public vehicle BKS 36A-00017.

Earlier, around 7:30 h on 27/2, residents observed a blue-plate pickup truck transporting numerous long iron bars on its cab roof along National Highway 45, passing through Kim Tan commune. The materials were poorly secured, posing a potential traffic safety risk, leading residents to record the incident and report it to authorities.
Based on this information, police summoned driver Duong Van Le (43 years old, residing in Kim Tan commune). Mr. Le admitted to operating the vehicle at the time of the violation.
According to authorities, the driver committed several violations: carrying bulky goods on the vehicle's roof; operating a vehicle with an expired technical safety and environmental protection inspection certificate; and lacking compulsory civil liability insurance. For these infractions, Mr. Le was fined 6,2 million dong and had two points deducted from his driver's license.
Beyond the driver's responsibility, police determined that the pickup truck was previously owned by the former Thach Thanh district People's Committee. Following administrative reorganization, the vehicle was transferred to the management of the Kim Tan commune People's Committee. However, at the time of the inspection, the vehicle had not undergone the ownership transfer procedure.
For violations including entrusting a vehicle with an expired registration to a driver for traffic participation and failing to complete ownership transfer procedures, the Kim Tan commune People's Committee was fined 32 million dong. The total fine for both the driver and the vehicle owner amounted to 38,2 million dong. The vehicle was impounded for seven days.
According to Lieutenant Colonel Tong Thanh Van, both the driver and the representative of the Kim Tan commune People's Committee complied with the penalty decision, without any complaints.

Nguyen Thanh Hao, Chairman of the Kim Tan commune People's Committee, stated that the local authority received the pickup truck over one month ago and assigned it to the commune's Public Administration Service Center for management and use. At the time of the violation, the vehicle was transporting materials for installing propaganda panels and posters for the local tree-planting festival launch ceremony.
Mr. Hao mentioned that commune leaders were not previously informed about the expired registration status or other violations related to the vehicle. The Kim Tan commune People's Committee has requested that all relevant individuals and units submit written explanations today to clarify responsibility.
"The Kim Tan commune People's Committee will not use its budget to pay these fines. The responsibility lies with the driver and the unit directly using the vehicle", Mr. Hao stated.
