National Assembly Chairman Tran Thanh Man announced the agenda for the upcoming first session, expected to commence on 6/4. Speaking at the opening of the 55th session of the National Assembly Standing Committee on the morning of 2/3, Chairman Man stated that the National Assembly will review election results, confirm delegate qualifications, and elect and approve key State leadership positions.
These crucial roles include: National Assembly Chairman, President, Prime Minister, Chief Justice of the Supreme People's Court, and Prosecutor General of the Supreme People's Procuracy. Additionally, the National Assembly will approve Government members based on the Prime Minister's recommendations.
The National Assembly will also establish and consolidate its internal bodies. It will approve the law-making program, oversight program, and the session plan for the entire term, laying the groundwork for legislative and oversight activities over the next 5 years.

The first session is scheduled for two phases and will review 10 draft laws and one draft resolution. The election for National Assembly delegates and People's Council delegates across all levels for the 2026-2031 term is set for 15/3. Chairman Man emphasized that this election, taking place in 13 days, is a central focus for March. He urged relevant agencies to expedite preparations for the inaugural sessions of both the National Assembly and the People's Councils.
In mid-2025, the National Assembly decided to shorten the term of the 15th National Assembly and People's Councils (2021-2026). This decision aimed to ensure seamless synchronization in assigning new cadres to key bodies of the Party, State, Government, Fatherland Front, and political-social organizations. It also facilitates the early consolidation of the government apparatus to implement the Resolution of the 14th Party Congress.
Chairman Tran Thanh Man urged agencies to clarify any outstanding issues or differing opinions, evaluate policy options, and seek necessary guidance before presenting proposals to the National Assembly. He emphasized the importance of thorough preparation, complete documentation, and prioritizing quality in all submissions.
He also noted that if drafting agencies complete their work on schedule, the National Assembly Standing Committee would review additional important items for submission to the National Assembly. These could include: a draft resolution on the 2026-2030 five-year socio-economic development plan and the Government's report on thrift practices and anti-waste efforts in 2025.
