On March 2, at a conference of the Ninh Binh Provincial Party Executive Committee, provincial party secretary Dang Xuan Phong announced that the election of the provincial party secretary was conducted following directives from the Politburo and the Secretariat, adhering to established procedures. The Provincial Party Committee Organization Department was tasked with completing the necessary paperwork and reporting to the Politburo and Secretariat for official approval. Tuan replaces Dang Xuan Phong, who is expected to receive other assignments from the Central Committee.

Tran Huy Tuan, 52, hails from Yen Bai province, now part of Lao Cai province. He is a civil engineer with a bachelor's degree in political economy and a master's degree in natural resource and environmental economics.
He previously held various positions in Yen Bai province, including deputy director of the Department of Agriculture and Rural Development, chief of the Provincial People's Committee office, head of the Provincial Party Committee Organization Department, deputy secretary of the Provincial Party Committee, chairman of the Provincial People's Committee, and later provincial party secretary.
In June 2025, following the merger of Lao Cai and Yen Bai, he was appointed deputy secretary and chairman of the Lao Cai Provincial People's Committee for the 2021-2026 term. In November 2025, the Secretariat transferred him to serve as deputy secretary of the Ninh Binh Provincial Party Committee. Subsequently, the Provincial People's Council elected him chairman of the Provincial People's Committee.
Ninh Binh province was formed through the merger of three provinces: Ninh Binh, Ha Nam, and Nam Dinh. It encompasses 129 commune-level administrative units, spans over 3,940 square kilometers, and has a population exceeding 4,4 million. In 2025, the province's economic scale was estimated at 342,812 billion VND, with an average GRDP per capita reaching 89,2 million VND.
