On 25/3, Highway Traffic Police Team 6 (Department 6, Traffic Police Department) announced they had issued an administrative fine against Dinh Quang Phuc, 28 years old, residing in Dong Nai.
Yesterday afternoon, while patrolling the Vinh Hao - Phan Thiet expressway, a task force discovered a car with a TP HCM license plate stopped in the emergency lane, specifically in Tuy Phong district. Upon inspection, police found driver Phuc sleeping inside the vehicle, with only the right turn signal on and no hazard lights activated as required.

During questioning by authorities, the driver failed to present his vehicle registration, technical safety and environmental inspection certificate, and mandatory civil liability insurance.
Traffic police fined the driver 13 million VND for not activating hazard lights when stopping in the emergency lane on the expressway, and deducted six points from his driver's license. Additionally, he received further penalties for not possessing the required vehicle documents. The total fine amounted to 21 million VND, and his vehicle was impounded for seven days.
For the same violation, the company owning the vehicle was fined 56 million VND for allowing an unqualified vehicle to operate on the road. The combined total fine for both the driver and the vehicle owner reached 77 million VND.
