Duc’s appointment was announced at the third meeting of the city's Party Committee on 25/8. He replaces Nguyen Manh Cuong, who has become vice chairman of the city's People's Committee.

The 57-year-old Duc, a native of Da Nang, holds a doctorate in mathematics and is an associate professor of information technology. He has been involved with the city since 1990, primarily in education. He served as rector of the University of Information Technology and vice president of the Vietnam National University, Ho Chi Minh City.
In July 2017, Duc became director of the Ho Chi Minh City Department of Information and Communications. Almost three years later, he was appointed vice chairman of the city's People's Committee, a position he held until May 2024, when he became secretary of the former District 1 Party Committee.
On 1/7, following the merger of the province and the reorganization of local government into two levels, Duc became standing deputy head of the Propaganda and Public Mobilization Department.
Duc assumes leadership of the department as it finalizes a plan to streamline and strengthen the city's media system.
Ho Chi Minh City's media landscape is the largest in the country in terms of agencies and personnel. In addition to the 4 newspapers and radio stations from the recently merged Binh Duong and Ba Ria-Vung Tau provinces, the city has 19 media outlets under the People's Committee, the Party Committee, the Youth Union, and religious organizations, employing over 3,000 people.
The Ho Chi Minh City Propaganda and Public Mobilization Department was established on 3/2/2025, merging the former Propaganda and Public Mobilization departments. It advises the city's Party Committee on political and ideological matters, directs propaganda efforts for major policies, provides political education for officials, party members, and the public, and guides press and publishing activities. The department also advises on social issues and directs public mobilization campaigns.
