Education and health ministries appoint new deputy ministers

The prime minister has appointed Le Quan, director of Vietnam National University, Hanoi, as deputy minister of education and training, and Vu Manh Ha, standing deputy secretary of Lai Chau provincial party committee, as standing deputy minister of health.

On 3/9/2025, prime minister Pham Minh Chinh appointed professor Le Quan, director of Vietnam National University, Hanoi (VNU-HN), as deputy minister of education and training.

Born in 1974 in Hanoi and originally from Quang Ngai, Le Quan is a National Assembly representative for the 14th and 15th terms. He holds a doctorate in management science from Toulon University (France) and was awarded the title of professor in 2017. Before leading VNU-HN, he held various leadership positions, including deputy minister of labor, war invalids and social affairs, and chairman of the Ca Mau provincial people's committee.

During his more than 4 years managing VNU-HN, Le Quan oversaw a restructuring that streamlined nearly 30% of the organizational units. He established new entities such as the University of Law, the School of Interdisciplinary Sciences and Arts, and VNU-HN University of Medicine and Pharmacy Hospital. He also initiated cutting-edge technology research institutes. He promoted internationalization, nearly tripling international publications, and decisively implemented the project to relocate VNU-HN's headquarters to Hoa Lac, creating a new development space for the university.

The same day, the prime minister appointed Vu Manh Ha, an alternate member of the central party committee and standing deputy secretary of Lai Chau provincial party committee, as standing deputy minister of health.

Ha, 46, is originally from Nam Dinh (formerly), now Ninh Binh. He holds a doctorate in general medicine from Thai Nguyen University of Medicine and Pharmacy. He worked for an extended period at Ha Giang Provincial General Hospital before serving as deputy director of the provincial department of health and then as secretary of Hoang Su Phi district. In 12/2020, he became head of the Ha Giang provincial party committee's propaganda and training commission and then served as Lai Chau provincial party committee's deputy secretary from 5/2023.
