At the first session of the 14th Trade Union Congress on 3/6, Nguyen Xuan Hung, Deputy Chairman of the Vietnam General Confederation of Labor, announced that the draft amendment to the Vietnam Trade Union Charter proposes reducing the trade union fee contribution to 0,5% of the salary used as the basis for social insurance contributions.
Currently, workers and union members are required to pay monthly trade union fees. Businesses must contribute 2% of their salary fund, based on social insurance contributions, as trade union funding. The Vietnam Trade Union is proposing amendments to the entities subject to the 2% contribution to ensure consistency with the 2024 Trade Union Law.

The revised charter also includes provisions for the Vietnam General Confederation of Labor to annually report trade union financial estimates and settlements to the Central Committee of the Vietnam Fatherland Front. It further outlines specific organizational models, including trade unions for economic groups and general corporations directly under the General Confederation, as well as trade unions for communes, wards, and special administrative-economic zones.
Following organizational streamlining, effective 1/6/2025, grassroots trade unions in administrative agencies, businesses receiving 100% budget-funded salaries, and armed forces will cease collecting trade union fees and funding. However, union members and workers employed in autonomous public service units and non-state enterprises will still be required to pay trade union fees.
The 14th Vietnam Trade Union Congress for the 2026-2031 term took place from 3/6 to 5/6. During the 2023-2026 period, trade union levels disbursed over 27,200 billion VND for worker care and support activities. They also welcomed over 2,2 million new members and recorded initiatives that generated more than 40,000 billion VND in benefits.
