Vietnam Airlines announced that flights to and from Tho Xuan Airport (Thanh Hoa) will be rescheduled between 10:30 a.m. and 12 p.m. Six flights between Ho Chi Minh City and Tho Xuan (VN7270, VN7271, VN7274, VN7275, VN7278, and VN7279) have been canceled.
At Cat Bi Airport (Hai Phong), flights have been rescheduled to operate after 6 p.m. Flight VN1176 (Ho Chi Minh City - Cat Bi) has been rescheduled to depart at 4:30 p.m., and VN1177 (Cat Bi - Ho Chi Minh City) will depart at 7:05 p.m. Pacific Airlines has rescheduled flight BL6440 to depart at 9:15 p.m. and BL6441 at 11:55 p.m. Several Da Nang - Cat Bi flights have also been rescheduled: VN1670 will depart at 5 p.m. and VN1671 at 6:55 p.m.
The airline stated that other domestic and international flights may experience knock-on effects. Passengers are advised to keep their seatbelts fastened throughout the flight, even when the seatbelt sign is off, to mitigate risks during turbulence.
The Civil Aviation Authority of Vietnam (CAAV) has directed all units to maintain 24/7 operations and strictly adhere to typhoon and tropical depression safety procedures.

According to the National Center for Hydro-Meteorological Forecasting, at 7 p.m. on 24/9, Typhoon Ragasa was located in Guangdong province (China), about 375 km from Mong Cai (Quang Ninh), with maximum sustained winds of 133 km/h (level 12), and gusts up to three levels higher. The typhoon is moving west-northwest at 20 km/h and was expected to cross the Lei Zhou peninsula and enter the Gulf of Tonkin on the night of 24/9.
By 7 a.m. on 25/9, the typhoon was forecast to be 100 km east of Mong Cai, with wind speeds reduced to levels 8-9, and gusts up to two levels higher. It was then predicted to make landfall in northern Vietnam. By the evening of the same day, the typhoon was expected to weaken into a tropical depression over northeast Vietnam and further into a low-pressure area as it moved over northwest Vietnam.
