This proposal was included in a report submitted by the Department of Finance to the Ho Chi Minh City People's Committee concerning the arrangement and allocation of office buildings within the city.
Following its merger with Binh Duong and Ba Ria - Vung Tau provinces, Ho Chi Minh City now encompasses 6,777 km2 and has a population of 14 million. The city currently manages 1,265 administrative and public service buildings, of which 1,139 are currently in use.
The former Ba Ria - Vung Tau administrative center, located in Ba Ria ward, covers approximately 20 hectares and was built 13 years ago at a cost of over 1,000 billion VND. Currently, only a small portion of the building is being used by staff from various departments handling transitional tasks and providing public services.

To ensure efficient land use and prioritize public interests such as healthcare, education, and culture, the Department of Finance has proposed allocating this facility to Saigon University. However, if accepted, the university would be required to return three properties it currently manages to the city.
Pham Ngoc Thach University of Medicine and Ho Chi Minh City University of Economics have also expressed interest in acquiring the prime location.
Regarding the former Binh Duong administrative center, the Department of Finance is collaborating with Becamex IDC to explore its conversion into a science center and a multi-functional science and technology building.
Nguyen Ngoc Thao, Deputy Director of the Ho Chi Minh City Department of Finance, stated that several organizations and businesses have expressed interest in taking over the former administrative centers of Ba Ria - Vung Tau and Binh Duong. The department is currently reviewing these proposals, prioritizing healthcare, education, and technology sectors, which are key pillars of the city's development. The proposals will be submitted to the Ho Chi Minh City People's Committee for review by the Standing Committee of the City Party Committee. Concrete plans will be implemented only after a consensus is reached.
