The program, led by the Ho Chi Minh Communist Youth Union of Hanoi, will run on August 27 and 30, and the official day, September 2. Each distribution point will have 20 to 30 volunteers to manage crowds, provide directions, maintain cleanliness, and distribute food and drinks.

Hanoi People's Committee has also announced free public transport from August 30 to September 2 to commemorate the 80th anniversary of National Day. This initiative aims to facilitate travel to historical sites and events, while reducing congestion and pollution. Both metro lines (Cat Linh - Ha Dong and Nhon - Cau Giay) and 128 subsidized bus routes will be free. Passengers will still receive tickets, but without charge.
To accommodate increased demand, metro operating hours will be extended. On August 21, 24, 27, and 29, trains will run from 5:30 a.m. to midnight. On August 30, they will operate from 5 a.m. to 10 p.m., and on September 1, from 5:30 a.m. to midnight. On September 2, trains will run continuously from midnight to 10 p.m., with a frequency of six minutes during peak hours and 10 minutes during off-peak hours, with only an 80-minute pause for technical maintenance. For personal vehicles, the city has designated government offices, schools, and stadiums as parking areas.
The city has also arranged sheltered areas and free buses to transport people, especially the elderly, from surrounding areas to Hanoi for the event. Security will be reinforced along parade routes, with priority given to veterans, the elderly, women, and children.
Rehearsals will be held on August 27 and 30 before the official celebration and parade at 6:30 a.m. on September 2 in Hanoi.
